Principal

Oscar Gutierrez

As the founder and Principal of Bondry Management Consulting, Oscar Gutierrez brings with him over a decade of Public Finance insight and value to his clients. Oscar is formerly the Senior Director of Facility Strategy and Financing for The Mind Trust and Adjunct Associate Faculty at Indiana University Purdue University Indianapolis, School of Public and Environmental Affairs.

He previously served as the City of Fishers’ first Controller, where he oversaw its Town to City financial transition and earned Fishers the distinction of being the only Indiana city with a AAA credit rating from Standard and Poor’s. Before his work in Fishers, Oscar held the same position for the City of Lawrence, where he increased cash reserves by 200 percent and helped upgrade the city’s credit rating.

Prior to his experience in municipal government, Oscar worked in various financial management capacities at the Department of Defense, for which he was awarded the Joint Service Commendation Medal and Joint Service Achievement Medal. He served on the United States Air Force for 4 years where he received his BA in Economics on the GI Bill through Thomas Edison State College in New Jersey. He continues to serve as a Senior Non-Commissioned Officer and active reservist in the Army Reserves, a Military Finance Instructor for the US Army, and is a US Air Force Veteran.

Oscar serves on the board of Avondale Meadows Academy, the Indiana Latino Institute, Folds of Honor of Indiana, and USO of Indiana.  He was formerly a trustee for the Indianapolis Marion County Public Library, where he helped develop the library’s 2015-2020 strategic plan, and the commissioner for the Indiana War Memorials. He has been recognized as Indianapolis Business Journal’s 40 under 40, as well as Indy’s Best and Brightest winner in the field of Government by Junior Achievement of Central Indiana. In his free time, Oscar enjoys spending time with his son by regularly attending sport events.

Partner

Trish Whitcomb

Trish Whitcomb has served as senior level staff for local and statewide elected officials. She has secured funding for capital projects for K-12 public and charter schools and municipalities in Indiana as an investment banker with a national firm. Trish has worked with developers and community leaders on major retail destination developments in California and as financial public relations lead for international companies while working in New York.

In her role as Special Advisor to the Superintendent of Public Instruction, Trish convened stakeholder conferences on school improvement, mathematics delivery systems and the Unified Campaign to Combat Sex Abuse Among School Age Children.

Outside of work Trish continues her formal education with graduate coursework at Butler University. She is an active member of Butler University College of Education’s Dean’s Advisory Council, where she works to develop resources for schools to implement classroom innovations based on neuroscience in education. Trish also enjoys cooking for her family and travel.

Financial Analyst

Nancy Perez

Nancy Perez is a financial analyst and currently double-majoring in Accounting and Finance with a minor in Sociology at Indiana University Kelley School of Business. She is responsible for communicating and assisting our clients’ through the process of their bond issuance. Outside of work when the weather is nice Nancy likes to travel to different state parks to hike with her dog and family.

Eduardo Loredo

Eduardo Loredo sets both short- & long-range strategic plans to coincide with the company's overall strategic plans, supporting the achievement of profitability objectives. He is responsible for the management of operations, staff, administration, and accurate submission of all required documentation in a timely manner. Outside of work, Eduardo love to exercise and spend time with family.

Director

Andrew Zeller

Andrew Zeller has experience guiding innovation and building operational excellence in K-12 and higher ed. As a mathematician and design thinker, he leverages analytical problem solving and human-centered design to understand, model, and solve challenges with the client’s unique needs in mind. He is also a proud Boilermaker, serving on the Dean’s Advisory Council for Purdue University Libraries and School of Information Studies while wrapping up his mathematics dissertation. On the weekends you can find him on the backroads with the Indy Miata Club or playing viola in a local orchestra.
